Cultivating International General Engineers in China

Recent reports from CTI (Commission des Titres d’Ingénieur) stated that it was passed unanimously by the 44th CTI Committee to continue to award the master diploma of Beihang Sino-French Engineer School the French national accreditation for a period of 6 years. Meanwhile, the diploma received certification from EUR-ACE also for a period of 6 years. This is the second time that Sino-French Engineer School being awarded full accreditation by French CTI, following the successful international accreditation of six years in 2011, thus making it the first Sino-foreign education institution that received accreditation for the longest period twice in a row in China.
Following the qualification accreditation process of French engineer diploma issuance, the Sino-French Engineer School submitted the formal application to CTI in November 2015. At the beginning of 2016, CTI officially appointed evaluation delegation and panel members to visit the School in April for the one-week evaluation. During the period of assessment, CTI judging panel conducted discussions with President Xu Huibin and Vice President Huang Haijun respectively, exchanging in-depth opinions on the future direction of discipline development, discipline construction etc. of the school. Later, the panel conducted a thorough and in-depth inquiry session with the Chinese and French leaders of the school, its faculties and student delegation, and implemented all-round inspection and evaluation on the teaching activities, scientific research, talent cultivation, school operation and so forth combined with the written application material submitted by the school.
Over the past several years, the Sino-French Engineer School has been regarding it as its own duty to cultivate internationalized general engineering leaders and pioneers who are skilled in the “global mindset, systematic thinking, and collaborative innovation” and are able to overcome the challenge of world diversity and rapid change. With the school’s continuous development and optimization of Sino-French education system integration based on the school’s renewed requirements for the discipline construction and development of Sino-French engineers, the school took the opportunity of the international evaluation, and reset the cultivating direction to “system engineering and industrial engineering” for future engineer masters, enabling the school to develop gradually in line with the world-class general engineer schools.

   The Sino-French Engineer School sets an important milestone of new stage development by passing the second round of CTI accreditation. The important milestone representing the school’s reaching a new development is marked by establishing a local bachelor and master’s general engineer elite cultivating system, a quality assurance system and an evaluation criteria system that are in line with international mainstream accreditation standards, constructing an internationalized management system and a management team with Chinese characteristics, building a full-time faculty and research team led by international prestigious experts, and founding practical teaching infrastructure focusing on engineering innovation cultivation in line with international standards and multi-cultural talent cultivating environment with solid foundation and assurance. The Sino-French Engineering School will take the opportunity to accelerate its development and strive to promote China’s engineer diploma education.
CTI is the institution under French Ministry of Education specialized in engineer diploma accreditation. EUR-ACE aims to establish a uniform accreditation standard of engineering education system under the joint participation of member states of the European Union. The system incorporates 14 distinguished accreditation institutions including CTI and EC-UK.

Sino-French Engineer School Carries Out the Second Round of General Engineer Qualification Accreditation
During April 27th and 29th, the CTI (Commission des Titres d’Ingénieur) judging panel settled at Beihang for the three-day inspection and evaluation of Sino-French Engineer School’s on-going accreditation of French general engineer diploma.

According to the qualification accreditation process of French engineer diploma, the Sino-French Engineer School submitted formal application and relevant materials to CTI in November 2015. At the beginning of 2016, CTI officially appointed evaluation delegation and panel members, and determined the on-site inspection time and main evaluation process.
During the inspection and evaluation, the panel conducted a thorough and in-depth inquiry session with the Chinese and French leaders of the school, faculties, and student delegation, and implemented all-round inspections and evaluations on the teaching activities, scientific research, talent cultivation, school operation and so forth combined with the written application materials submitted by the school.
On April 29th, the judging panel provided the preliminary opinions and feedback to the school leaders and faculties, which included full recognition and positive comments as well as recommendations for improvement. The lead reporter of the panel will submit the official evaluation and feedback to CTI on July 5th, 2016 for the final conclusion of the evaluation.
Along with the panel who participated in the evaluation were the delegations from the Sino-foreign cooperative education department of international division of China’s Ministry of Education, China Education Association for International Exchange, Embassy of France in China, and enterprise partners of the school.
President and Academician Xu Huibin, and Vice President and Professor Huang Haijun met with the judging panel of CTI. President Xu extended warm welcome to the CTI panel to conduct inspection and evaluation at Beihang Sino-French Engineer School. He stated that as the pioneer of Sino-French cooperative education, Beihang Sino-French Engineer School shall continue to play an exemplary role in introducing French general engineer talents for advanced cultivation experience, aiming to better foster internationalized, advanced and innovative engineering leaders and pioneers for China, France or even the world.
Beihang is committed to cultivating internationalized general engineering leaders and pioneers who are skilled in the “global mindset, systematic thinking, and collaborative innovation” and are able to overcome the challenge of world diversity and rapid change. In 2010, Beihang was awarded CTI accreditation for the first time, making it the first institution that receives French engineer qualification accreditation in China, and the first institution that issues general engineer diploma abroad authorized by French government. The first CTI accreditation that the Sino-French Engineer School obtained is for the period of six years (from August 2011 to August 2016), and is the longest accreditation period that CTI issued for engineer diploma qualification.
Founded in 1934, CTI is the institution under the French Ministry of Education specialized in engineer diploma accreditation. In France, the Grande Écoles are required to receive periodic evaluation and accreditation from CTI, and only those who pass will possess or maintain the qualification to issue engineer diplomas.

China’s first compilation book on education accreditation of French engineer diploma was a beneficial experiment that referred to international advanced education ideas and methods with the implementation of The National Plan For Mid-and Long-Tem Education Reform and Development, 2010-2020 and promotion of Outstanding Engineer Education and Cultivation Plan. With its unique characteristics, the world-renowned French engineer education has fostered multiple outstanding engineering and technical talents, social elites and country leaders, and Nobel Prize winners over the past two hundred years. It is an internationally recognized mature education system with important reference value for our higher engineering education. Established under the support of Chinese and French government, Beihang Sino-French Engineer School is the first internationalized school in China that introduced French engineer diploma education. It was founded under the cooperation between Beihang University and Groupe des Écoles Centrales. Since the admission of the first class of students in 2005, Beihang Sino-French Engineer School has aimed to cultivate Chinese innovative engineering and technical talents with international competence, continuously research, explore and practice international general engineer diploma education, and has successfully obtained accreditation from French and European engineering education system (CTI and EUR-ACE). Serving the purpose of systematically introducing the accreditation system of French engineer diploma education and the complete accreditation process, under the authorization of CTI, the school translated the accreditation guidance in French and English into Chinese, and included the evaluation process of acquiring 2010 CTI accreditation, and the periodic work summary involving China’s Ministry of Education’s cultivation plan of the first batch of excellent engineers. The book is China’s first compilation book on education accreditation of French engineer diploma, with a case introduction and analysis of Beihang Sino-French Engineer School. Beihang Sino-French Engineer School Successfully Obtained CTI Accreditation
Earlier, Beihang Sino-French Engineer School successfully obtained CTI accreditation as well as EUR-ACE accreditation, and became the first school that receives international engineer qualification accreditation domestically. CTI is the institution under French Ministry of Education specialized in engineer diploma accreditation. EUR-ACE aims to establish a uniform standard of engineering education accreditation system under the joint participation of member states of the European Union. The system incorporates 14 distinguished accreditation institutions including CTI and EC-UK. The Sino-French Engineer School submitted the formal application of engineer diploma accreditation to CTI in December 2009 and has been actively preparing for it since then. Later, Chairman of the CTI Committee Mr. Bernard Remound conducted an informal visit to the Sino-French Engineer School and arrived at the International Division of National Ministry of Education. In April 2010, the Sino-French Engineer School submitted the complete materials and reports required for accreditation, and received the field inspection and on-site evaluation by CTI Committee on June 14th to 15th. The judging panel agreed that Sino-French Engineer School is the example of Sino-French education cooperation, posturing as a significant driver and demonstrative example for Chinese engineer education. The success in achieving CTI accreditation represents an important milestone of the development of the Sino-French Engineer School, and great significance in implementation of Outstanding Engineer Education and Cultivation Plan for our university and China’s engineer diploma education.
